Scroll to bottom when adding new row, or add same menu to the bottom of page

I have been wanting this for a while and will probably modify this myself for the time being but I think this should be added to core.

Sometimes I have around 50-100 rows as each row is a task from jira etc that I log. This can become very annoying when you are the bottom of an invoice and have to scroll to the top of the page to add another row, then scroll to the bottom of the page to edit that row etc.
