And also found this threads:
When I overwrite the files and open “index.php/setup” I get:
An Error Was Encountered
The setup is disabled.
But the posts didn’t have the same problem. I’ve tried it several times now.

Seems like step 4 is missing in the docs.
Thanks I thought I already tried that. But it seems that I changed SETUP_COMPLETED and not DISABLE_SETUP. However I’m still facing the same issue… I get:
index.php/setup/language
With this error:
An Error Was Encountered
The setup is disabled.
