Cannot start setup in localhost

Hi,
Iam using invoice plane v1.5.9. extract folder at place in htdos folder in xhampp server change ip url to " 'IP_URL=‘http://localhost/index.php/setup’ " it not start setup kindly help me

Please read the instructions. There is no instruction to append index.php/setup to your domain.

still same issue ERR_CONNECTION_REFUSED

@sajid can you make a screenshot of your error and post that here? What is the contents of your config file? Delete the mysql username and password before you paste the config file.

ERR_CONNECTION_REFUSED means your website is not responding. Fix that first.
