Seems like your windows hosting is not configured properly. I replied to your other post and both are to do with your server environment and not InvoicePlane.
The issues you are now receiving is simply because PHP does not have permission to write to the temp directory (c:\windows\temp) specified in your PHP configuration.
Please check your permissions and server confiuration to avoid any further issues.

But now it shows, localhost… im not able to recognize the issue. Do it need a linux hosting?
To be honest: i do not test InvoicePlane on Windows hosts and I will never do. It just don’t make any sense for me. Sorry.
If you can: install XAMPP an your host and run your IP with Apache. That may work.
