/setup returning a 404 error

I have a fresh Ubuntu 14.04 LAMP server running on digitalocean, I have activated mcrypt, but when I go to my-domain.com/setup I get a 404 error and cannot proceed with setup

I did search, already had tried this, still didnt work

So you are sure that you copied the .htaccess file and mod_rewrite is installed and enabled?
