Cannot install in PHP server

Hi, after I download the zip file and extracted into the htdocs folder, I notice the url goes to http://localhost/v1.4.3/welcome but the the page shows Error 404

Please advise

Does your server matches the requirements and did you followed the installation instructions?

yes it does
I’m using PHP version 5.6.3
mCrypt Extension is enabled
and mysql 5.6.12

What about mod_rewrite?
Also check if the AllowOverride All is set as mentioned in various other threads.
